Captures parameter effect state changes.

This method captures effect parameter state changes until Effect.EndParameterBlock is called. Effect parameters include any state changes outside of a pass.
Exceptions
InvalidCallException The method call is invalid. For example, a method's parameter might contain an invalid value. InvalidDataException The data is invalid.
