This property is read/write.
This value is set to true if the buffer supports effects processing; otherwise, false.
The format in WaveFormat must be an 8-bit or 16-bit PCM format with no more than two channels, and the buffer must be large enough to hold at least BufferSize.EffectsMin milliseconds of data.
