This property is read/write.
This value is set to true if the buffer is a static buffer; otherwise, false.
No error occurs if on-board hardware memory is not available. This flag has no effect on cards using the peripheral component interconnect (PCI) bus.
This property cannot be combined with BufferDescription.ControlEffects.
