Summary:
The data format for .HLP files used by the Windows Help system is
under development and is not expected to remain constant in future
versions of Windows. To avoid problems with different versions of
these files, Microsoft has decided not to publish the file format.
Currently, the Windows Help Compiler, distributed with version 3.00 of
the Windows Software Development Kit (SDK), is the only tool available
to generate .HLP files compatible with the Windows Help system.
