SYMPTOMS
When an application calls the SetTimer function to create a timer
that uses a callback function, and the callback function is called,
the dwTime parameter to the callback function contains the callback
function's procedure instance address. This parameter is documented
to contain the current system time.
STATUS
Microsoft has confirmed this to be a problem in Windows version
3.0. This problem was corrected in Windows version 3.1.
