SYMPTOMS
When attempting to open a connection to a SQL Server that does not
exist, the DB-LIBRARY error handler returns a severity level of
"EXCONSISTENCY, internal software error - notify customer support."
It should return "EXCOMM, Failure in communication with Server -
the DBPROCESS is dead."
Similarly, when a query to a server that does exist exceeds its
timeout period, a severity level of EXCOMM will be returned rather
than a security level of EXTIME. In this case, the DBPROCESS is
still alive and subsequent queries can still be sent to the server.
RESOLUTION
Microsoft has confirmed this to be a problem in DB-LIBRARY (dblib)
version 1.10. This problem has been corrected in an updated version
of dblibs that are available from Microsoft Product Support
