The information returned by the MS-DOS Get Extended Country
Information Service (INT 21h, AH=65h) is not supported by Windows.
Windows provides its own character mapping routines, which work with
the ANSI character set.
Windows applications should not use this service. The service is
supported for non-Windows applications that run in a DOS window under
Windows.
