Called by IE4/MSHTML when IOleInPlaceActiveObject::TranslateAccelerator or IOleControlSite::TranslateAccelerator is called.
Returns S_OK if successful, or S_FALSE otherwise.

lpMsg
Points to the message that might need to be translated.
pguidCmdGroup
Command group identifier.
nCmdID
Command identifier.
