If this bit is set the control control is created enabled, otherwise disabled. The enabled/disabled state of the control can be changed later through the associated attribute or by the publisher of some event that the given control subscribes to.
All controls. On some controls (like Bitmaps and Icons) this bit makes no visible difference.
