The NetLocalGroupAdd function creates a local group in the security database.
Only members of the Administrators or Account Operators local group can successfully execute NetLocalGroupAdd.

Value | Meaning |

0 | Specify local group name of the user. The specified buffer points to an array of LOCALGROUP_INFO_0 structures. |
1 | Specify local group attributes of the user. The specified buffer points to an array of LOCALGROUP_INFO_1 structures. |
If the function succeeds, the return value is NERR_Success.
If the function fails, the return value is one of the following error codes.

NERR_InvalidComputer | The computer name is invalid. |
NERR_NotPrimary | The operation is allowed only on the primary domain controller of the domain. |
NERR_GroupExists | The group already exists. |
NERR_UserExists | The user account already exists. |
ERROR_ALIAS_EXISTS | An error occurs when accessing the alias. |
