SYMPTOMSMicrosoft Exchange Server public folder reply rules are disabled when messages that match the reply rule criteria are delivered to the public folder via the Microsoft Exchange Internet Mail Connector (IMC) from an unknown user external to the Microsoft Exchange Server.
