SYMPTOMSThe Microsoft Exchange Message Transfer Agent (MTA) fails to send messages when it needs to connect to a large number of other MTAs. The following message appears in the Windows NT Event Log:
Event ID: 1023 Source: MSExchangeMTA Type: Warning Category: Configuration Description: Unable to start the association due to a resource shortage. There are no available Kernel Control Blocks. [PLATFORM MAIN BASE 1 32] (14) MORE INFORMATIONWhen Microsoft Exchange Link Monitors are in use, there is an increased chance of seeing this problem because they produce a large number of concurrent connections. This problem will occur in an environment where there are lots of MTA's, in other words, in a large Organization or a large Site.
STATUSMicrosoft has confirmed this to be a problem in Microsoft Exchange version 4.0. This problem was corrected in the latest Microsoft Exchange Server U.S. Service Pack.
