XADM: Cannot Create Public Folders from Exchange Admin

Public Folders cannot be created from the Microsoft Exchange Administrator program. They are created from the client software. The only location in which Public Folders can be deleted is the client software. The Microsoft Exchange Server Administrator program cannot delete Public Folders.

To create a Public Folder, you must be logged on to the Microsoft Exchange client. Once the folder is created, you are the owner and can assign access permissions accordingly from the client software. If you have administrative privileges, you can also assign permissions from the Microsoft Exchange Administrator program.
