The information in this article applies to:
SYMPTOMSIf you create a new user or local group in Microsoft Windows NT Server and then configure the user or group as a View-Only Administrator at the site level, the user or group may be granted Full Control permissions for the Microsoft Exchange registry keys in the Windows NT registry. Then, if you grant the user or group Read permissions, the user or group may be granted Special Access permissions with Full Control.
STATUSMicrosoft has confirmed this to be a problem in Microsoft Exchange Server version 4.0. A supported fix is now available, but has not been fully regression tested and should be applied only to systems experiencing this specific problem. Unless you are severely impacted by this specific problem, Microsoft recommends that you wait for the next Service Pack that contains this fix. Contact Microsoft Technical Support for more information. Microsoft has confirmed this to be a problem in Microsoft Exchange Server version 5.0. This problem has been corrected in the latest U.S. Service Pack for Microsoft Exchange Server version 5.0.
