SYMPTOMSWhen you attempt to download the 128-bit version of Internet Explorer, you may receive one of the following error messages:
CAUSEYour Internet service provider (ISP) may have assigned you an identifier that does not allow you to be recognized as a U.S. or Canadian citizen. InterNIC is an international organization responsible for registering each Internet site and assigning an identifier for it. Every ISP must register with InterNIC. InterNIC assigns an identifier using three settings:
Domain Name Service (DNS) Internet Protocol (IP) address Domain Name Range of IP address ISP can assign to its clientsThese settings identify you and the ISP to the 128-bit Internet Explorer download server. This server, before beginning the download, compares the identifier you have to the identifier InterNIC assigned to the ISP. If they do not match, Microsoft cannot identify you as a U.S. or Canadian citizen and must refuse the download. This behavior can also occur if you are part of a network using a proxy server to access the Internet. The identifier may not be available, depending on how the proxy server is configured. Microsoft is responsible for assuring that 128-bit encryption in Internet Explorer is available only to citizens of the United States and Canada.
