SYMPTOMS

You may be unable to store the cryptographic public keys of a computer on the information server. The computer will not be able to send or receive encrypted messages. The following error may occur:

   Error: 0xC00E0033 The computer does not support encryption operations.

This problem may occur either at a newly installed computer, or at the site controller computer.

CAUSE

This error may be caused by a corrupt installation of the cryptographic keys installed by Microsoft Windows NT 4.0 Service Pack 3 and Microsoft Internet Explorer (IE) 4.0. Microsoft Message Queue Server (MSMQ) uses cryptographic public keys to encrypt messages sent to and from MSMQ computers. MSMQ registers the local computer's public keys in the MQIS on the Primary Enterprise Controller.

WORKAROUND

To work around this problem, do either of the following:

  • On the Start menu, click Run (or open a command prompt) and type "regsvr32 rsabase.dll" (without the quotation marks).

    -or-

  • Reinstall Windows NT 4.0 Service Pack 3. If Internet Explorer 4.0 is installed, reinstalling Service Pack 3 may cause IE 4.0 to cause additional errors. If this is the case, Reinstall IE 4.0 after you have reinstalled Windows NT 4.0 Service Pack 3.

    Try this at the newly installed computer first. If it continues to fail, try it at the site controller. Someone may have installed software that causes this error code at the site controller. If this is the case, other new installations should also give this error code.

STATUS

Microsoft has confirmed this to be a problem in Microsoft Message Queue Server version 1.0. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
