This behavior occurs if you do not have the "Always on Top" option selected on the Customize menu for the Microsoft Office Shortcut Bar.

WORKAROUND

To ensure that the Microsoft Office Shortcut Bar never appears on the Windows Taskbar do the following:

  1. Using the right mouse button, click the Microsoft Office Shortcut Bar, and then click Customize.

  2. In the Customize dialog box, click the View Tab.

  3. Click to select the "Always on Top" option, and then click OK.
