The number reported by sp_monitor for cpu_busy is the number of seconds of CPU time used by SQL Server. The number reported in parentheses is the number of seconds of CPU time used since the last sp_monitor command. The percentage reported is the number of seconds of CPU time used by SQL Server in ratio to the total amount of elapsed time since sp_monitor was last run.
