According to Programmer's Guide | Performance | Performance Tools for Device Drivers | System Performance Measuring Tools | 6.2.4 Memory Usage Information, you need to modify the Registry by adding the flag "FLG_POOL_ENABLE_TAGGING" to enable the system to run POOLMON.EXE. This value is undefined.

The correct value to use is 0x400 hex.
