PRB: GetLocaleTime Returns Wrong Year on Windows NT-J 3.51

The information in this article applies to:

  • Microsoft Win32 Software Development Kit (SDK) on the following platform: - Windows NT, Japanese, version 3.51

SYMPTOMS

If the year in the system date is the year 2000 and GetLocalTime is called repeatedly (about 3000 times), the system eventually returns the year as 1900 when the year should be 2000.

This bug only exists on the Japanese version of Windows NT 3.51. It doesn't exist on Windows NT 4.0 or Windows 95.

Steps to Reproduce Behavior

  1. Write a sample program that calls GetLocaleTime every second, stop the loop if the year returned is less than 2000.

  2. Set the date for 12/31/99, and set the time for 11:55:00 PM.

  3. Check the system in one hour.

  4. The loop stops (at around 0:48).
