Cannot Create Extended ASCII Characters with MouseKeys Enabled

SYMPTOMS

When you enable the MouseKeys Accessibility option, you can no longer create extended characters by typing ALT+<xxxx>.

RESOLUTION

To work around this behavior, try inserting extended characters using Character Map.

Microsoft is researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
