Insert Annotation Unavailable in Header/Footer, Footnote Pane

In Word for Windows, if the insertion point is in the footnote or header/ footer pane, when you view your document in either normal or page layout view, the Annotation option on the Insert menu is unavailable (dimmed).

This feature of Word for Windows is by product design.

In order to use the Annotation feature, the insertion point must be positioned in the main document window.
