Non Goals

It is not a goal to guarantee complete protection against unauthorized use of licensed software.

It is not a goal to describe a standard License Interchange Format.. This is an independent topic requiring a different group of participants, with a different set of issues to resolve. This topic is considered to be outside the scope of this document.

It is not a goal to define a standard API for license system management.

It is not a goal to describe how licensing of passive items (such as font data, etc.) is accomplished.

It is not a goal to describe or recommend licensing policy.

This specification provides the means for a software vendor to develop an application which is license system independent. At this time, the software publisher will still need to issue licenses on a license system specific basis. However, a single binary executable may be produced (on some operating system platforms) which is license system independent.
