The Microsoft development environment can only perform an update to the HTML tags APPLET or OBJECT tags if the object itself is also deployed.

Try the following:

• Check the file and see if the file HTML is correct.
  
  
• Confirm that you are deploying the object or applet referenced in the HTML file.
