The Popup control is an ActiveX control that resides on the user's computer. The PT application uses this control to create the menu options on the menu bar.

The design team uses frames to keep the left pane and the top panes (the logo and menu frames) stationary while the right pane scrolls. The frames cannot overlap one another because they are peers in the hierarchy of the window, and when the open length of one frame extends into another frame, the result is a truncated drop-down menu. The only way to provide full extension of the drop-down menu and maintain the scrolling capabilities the user needs is to use a separate component such as the Popup control for menu items.
