Performing Administrative Tasks
You must have special permissions to perform the following tasks using the Microsoft Exchange Server Administrator program:

Create a new recipient. Your user account must be assigned the Permissions Administrator role for the Site object. No additional permissions are necessary. When you create a new Windows NT user account for a new recipient, your user account must be a member of the Windows NT Server Administrators global group in the domain to which you are adding the account.

Modify properties for objects other than permissions. Your user account must be assigned the Admin role for the object, or it must inherit this role from another object.

Modify permissions for objects. Your user account must be assigned the Permissions Admin role for the object, or it must inherit this role from another object.

View properties for objects without modifying them. Your user account must be assigned the View Only Admin role for the object, or it must inherit this role from another object.
