Because public folders create messaging traffic and require maintenance from site administrators, you might want to reevaluate where you have placed a public folder's home and place it on a different server in a different site. User access creates less traffic between two sites than continual replication. Therefore, if a public folder has a replica and its home site is Site A, but most of the folder's users are in Site B using the replica in Site B, it might make more sense to make Site B the public folder's home and remove the replica in Site A. Users in Site A can still have access to the public folder using the public folder hierarchy. And site administrators in Site B also can maintain the folder more accurately and efficiently than those in Site A.
