If the Software Metering Server installation fails:
Examine the Licsvcfg.log file to determine whether:
The License Server Manager on the site server has network connectivity to the server on which software metering is to be installed. You might also verify the NetBIOS name resolution and ensure that the site server is able to connect to administrative shares on the server.
The License Server Manager has administrative rights on the destination server. The License Server Manager needs administrative access to create service and registry entries on the destination server.
Verify that the Install_ODBC process succeeded at the server where software metering is to be installed. License Server Manager waits for the ODBC service to be installed or upgraded to ODBC driver version 3.51 before proceeding.
Verify that License Server Manager created the inboxes required at the destination server.
If these inboxes have been created, examine Licsrvcfg.log to determine whether the License Server Manager created and started the SMS_License Server service component on the new software metering server.
Verify that SMS automatically created the user account with appropriate rights on the new software metering server. This can only be accomplished if the user account has administrative rights to the server and the domain\account syntax was entered correctly.
Verify that you are not trying to install the site system on a computer that has an Alpha processor or that is running Novell NetWare, because these computers are not supported as software metering servers.
