Microsoft® Outlook converts appointments it displays from the Web Store from UTC to the local system time of the computer running Outlook. Outlook converts appointments from local time to UTC when it saves them in the Web Store. As long as the appointment is saved with the correct local time zone, it is displayed correctly by Outlook.
In addition, Outlook does not support floating appointments. Floating appointments are interpreted by Outlook as UTC. For example, a floating appointment with a start time of 1:00 P.M. is displayed by Outlook as 6:00 A.M in Bangkok (UTC + 7:00 hours).
