PRB: Cannot Register Server if Password Exceeds 60 Characters

SYMPTOMS

Trying to register a SQL Server in Enterprise Manager using an account that contains more than 60 characters for it's password fails with the following error message:

Login Failed for user '<user name>'.

STATUS

This is by design.
