CAUSEThis problem is due to a lack of sufficient rights on the <Root>\Exhcsrvr\Res directory structure on Exchange Server: RESOLUTION

This error can be diagnosed by enabling Auditing functionality of the
Windows NT Server that is running the Exchange server, IIS and Active
Server Pages. Once this is turned on the errors accessing this directory
will be logged in the Event log.
