The information in this article applies to:
SYMPTOMSWhen the Exchange Server Internet Mail Service has an open connection with another host for incoming mail to Exchange Server, and the Internet Mail Service is stopped while there is no data coming across the line, the Internet Mail Service will leave the temporary file with only the Internet Mail Service headers. When the service is restarted, this temporary file is not removed. STATUSMicrosoft has confirmed this to be a problem in Exchange Server version 5.0. MORE INFORMATION
Although these temporary files are "stranded," they do not represent lost
mail. The sending host will try to deliver the mail later, because the
entire transaction was not completed. These stranded files can be deleted
if necessary, without impacting the Internet Mail Service performance.
