MORE INFORMATION
When the keyboard driver loads, it examines the MSINPUT environment
variable to find the MSINPUT.INI file. If the MSINPUT variable does not
exist, the directory from which the keyboard driver (KBD.DRV) is loaded is
scanned for the MSINPUT.INI file. If the file does not exist in this
directory, a new MSINPUT.INI file is created in the directory for future
use.
