CAUSE

To resolve this problem, you must install the correct version of Schannel.dll. The correct version of this DLL is provided by installing Windows NT Service Pack 2 on the web server.

NOTE: If you are using 128-bit (Domestic) encryption keys on your server, you will need to order the Domestic version of Windows NT Service Pack 2. Please contact Microsoft Sales at 800-360-7561 for more information on ordering this service pack. You can also order it online at http://parts.microsoft.com.

STATUS

This behavior is by design.
