Problem Dragging Shortcut with "#" to Internet Explorer

SYMPTOMS

When you drag an Internet shortcut with a number sign (#) in its file name to the Microsoft Internet Explorer's client area, you receive the following error message:

'file:C:\internet\Favorites\<filename>' could not be found. The attempt to open 'file:C:\internet\Favorites\<filename>' failed or was canceled.

The document pointed to by the shortcut is opened, however.

In addition, if you double-click an image file in a folder whose name contains the "#" character, the image is not opened. For example, if you double-click an image file (such as Pic.gif) in a folder named Windows\Desktop\Images\#1, Internet Explorer opens but does not open the image. Instead, the #1 folder is selected.
