SYMPTOMS

When you are trying to use the Dialer tool included with Internet Explorer for Windows 3.1 to connect to a Microsoft Windows NT 3.51 Remote Access Service (RAS) server requiring a domain account, you receive the following error message:

Unable to negotiate a dial-in connection (timeout)


CAUSE

The Dialer tool and Transmission Control Protocol/Internet Protocol (TCP/IP) stack included with Internet Explorer for Windows 3.1 cannot interpret the domain validation phase of the Windows NT RAS login process.


STATUS

Microsoft has confirmed this to be a limitation of the Dialer tool included with Internet Explorer for Windows 3.1. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
