CAUSEThis behavior can occur if an incompatible version of the Msvcrt40.dll file exists on your computer. RESOLUTION
To resolve this issue, rename the Msvcrt40.dll file located in the
Windows\System folder, and then extract a new copy of the Msvcrt40.dll
file from the Ie4mfc40.cab file located on your computer or your Internet
Explorer CD-ROM to the Windows\System folder.
