CAUSE

This behavior can occur if you previously installed the update for the ImportExportFavorites issue (Q241361.exe), which also updates the Shdocvw.dll file.

NOTE: The update for the ImportExportFavorites issue installs a version of the Shdocvw.dll file later than version 5.00.2717.2000 included in the "Malformed Favorites Icon" issue update. While the ImportExportFavorites update version of Shdocvw.dll includes the update for the "Malformed Favorites icon" issue, you may still be vulnerable to the Legacy ActiveX (PreLoader) control issue if you are experiencing the Symptoms noted above.

RESOLUTION

To determine if you are vulnerable to the Legacy ActiveX Control issue, use Registry Editor to locate the following registry key:

HKLM\SOFTWARE\Microsoft\Internet Explorer\ActiveX Compatibility\
Locate the key named:
{16E349E0-702C-11CF-A3A9-00A0C9034920}
If this key does not exist, or the "Compatibility Flags" binary value (Windows 98/95) or dword (Windows NT) exists and is not equal to 00,04,00,00 (Win99/95) or 0x00,04,00,00, then you may still be vulnerable to the Legacy ActiveX control issue.

To resolve this behavior, use Registry Editor to add the following key under the ActiveX Compatibility key:
{16E349E0-702C-11CF-A3A9-00A0C9034920}
Under this new key, add a "Compatibility Flags" binary value (Windows 98/95) or dword (Windows NT) and set it equal to 00,04,00,00 (Win98/95) or 0x00,04,00,00,
