SYMPTOMSIf the Simple Mail Transfer Protocol (SMTP) service (Smtpsvc.dll) connects to a remote server, but the remote server ends the connection before sending a 220 response, the SMTP service may continuously attempt to reconnect to the remote server instead of attempting to send the message at a later time. While the SMTP service attempts to reconnect, you are able to send other SMTP messages successfully.
