ACC2000: Special Effects May Not Be Applied to Controls on a Page

SYMPTOMS
When you try to apply a special effect to a control on a data access page, the control may not accept the special effect.
CAUSE
Some special effects are not available to controls on a page.

Steps to Reproduce Behavior
- Open the sample database Northwind.mdb.
- In the Database window, click Pages under Objects, and then click New.
- In the New Data Access Page dialog box, click Design view and click OK.
- Click the Rectangle tool in the toolbox. Draw a rectangle on the page.
- On the Formatting (Page) toolbar, click the arrow to the right of the Special Effects button, and then click Special Effect: Double.
Note that the border does not change to a double line as you would expect.
