ACC2000: Can't Create Publication After Disabling Server as Publisher

SYMPTOMS
After you disable your server as a publisher/distributor, you are unable to create new publications. When you try to create a new publication, Microsoft Access 2000 returns the following error messages instead of automatically re-configuring your server as a publisher and allowing you to continue:
<Machine Name> is not enabled as a publisher on distributor <Machine Name>.
To enable this Publisher, click Replication on the Tools menu, click Configure Publishing and Distribution, and select the Publishers tab.
This message is followed by:
[SQL-DMO] The name '<Machine Name>' was not found in the DistributionPublishers collection. If the name is a qualified name, use [] to separate various parts of the name, then try again.
When you try to follow the instructions in the error messages, you receive the following error message:
This database in not enabled for publication.
RESOLUTION
In order to re-configure your server as a publisher, you must first close and then re-open Microsoft Access.
STATUSMicrosoft has confirmed this to be a problem in the Microsoft products listed
at the beginning of this article.

- Using Microsoft Access 2000, open the NorthwindCS.ADP sample project located in the \Program Files\Microsoft Office\Office\Samples folder.
- On the Tools menu, point to Replication, and then click Create Publication.
NOTE: In order to use the SQL Server Replication tools, you must have either the Microsoft Data Engine (MSDE) or Microsoft SQL Server 7.0 installed locally on your computer.
- In the Databases and Publications list, choose NorthwindsCS and click Create Publication.
- Complete the steps in the Create Publication Wizard to create a new publication that publishes the Categories table as an article.
- After you have successfully completed creating a publication, close the Create and Manage Publications dialog box, and then on the Tools menu, point to Replication, and then click Publisher Properties.
- In the Publishers and Distributor Properties dialog box, select the Publishers tab.
- In the Servers list, de-select your computer name as a publisher. When prompted to confirm your choice, click Yes.
- In the Publishers and Distributor Properties dialog box, click OK.
- On the Tools menu, point to Replication, and then click Create Publication. Note the error messages.
