SYMPTOMS
When you install FrontPage and the Server Extensions to Terminal Server,
setup returns the following error messages:
Error
The specified module could not be found.
Microsoft FrontPage Server Extensions:
Error reading IIS default Vroot info
The HTTP server was unable to load the ISAPI Application
'C:\Inetpub\wwwroot\_vti_bin\shtml.dll'. The data is the error.
CAUSE
The DLL files that FrontPage installs are installed to profile area of the
user logged on, rather than under the C:\Winnt\System directory.
RESOLUTION
With Terminal Server, all software should be installed through the
Add/Remove Programs wizard as follows:
- Click Start, point to Settings, and click Control Panel.
- Double-click Add/Remove Programs.
- Click Install.
- Click Next.
- Click Browse and go to the executable that installs the program.
- Click OK.
- Click Next and make sure that "All users start with common
application settings" is selected.
- Click Next. (The program will now install.)
NOTE: If the program asks you to restart the computer, do not click OK
until you complete the following:
- In the Add/Remove Programs wizard click Next and Finish.
- Click OK to restart the computer (if required).

Terminal Server supports multiple desktops. When you are logged on locally
(as a user) and you install new software, Terminal Server assumes you are
installing the software for your use only. Key DLLs are often installed to
your profile area. If you are logged on, then the software works
correctly. However, other users will receive the error messages mentioned
in the Symptoms section of this article.
Installing FrontPage by using Add/Remove Programs in Control Panel, gives
you the option "all users start with common application settings." This
option allows everyone access to the applications when they are installed.
