The package built by the "Package and Deployment" Wizard uses the Microsoft Visual Basic version 6.0 Virtual Machine (VB6 VM) as its Setup engine. The VB6 VM is included with Microsoft Windows 98 Second Edition, but it is not included with earlier versions of Microsoft Windows by default. The VB6 VM contains system files that need to be installed on the computer. If these files are newer than the current system files, you must restart the computer.
