MOD2000: "Cannot Create Web" Error When Creating Issue Tracking Application

SYMPTOMS
If you try to create the Issue Tracking application by using the Access Workflow Designer Team Solutions Manager, the following error message appears:
Cannot create web name. Verify that the server connection is working properly and that you have appropriate permissions to create a new Web site on your server.
CAUSE
In order to create a Web (which is part of the process of creating the Issue Tracking application), the Network and Interactive groups must be in the _vti_pvt folder.
RESOLUTION
Add the Network and Interactive groups to the _vti_pvt folder. You can do this by following the steps outlined in the following article available in the Microsoft Knowledge Base:

These steps are also provided below.
NOTE: You must have the FrontPage 2000 Web extensions installed on your Access Workflow Designer server. Otherwise, you do not see some of the options described in the steps below and you are not able to resolve this issue.
On the Internet Information Server 4.0 Web server containing the Web where you want to create your Team Solution, do the following:
- On the IIS 4.0 Web server, click Start, point to Programs, point to Windows NT 4.0 Option Pack, point to Microsoft Internet Information Server, and then click Internet Service Manager.
- Under Internet Information Server, select the computer name, and click the Virtual Server where the restricted subweb resides.
- Right-click the Virtual Server, point to All Tasks, and click Check Server Extensions. When prompted to tighten security as much as possible for all FrontPage Webs, click Yes.
NOTE: If you are using the FAT file system instead of the NTFS file system, you are not prompted to tighten security. You instead see a series of warnings in the Check Log box that using the FAT file system is less secure for your Webs. In this case, click OK, and it should still work.
- After you complete the Check Server Extensions, the user will be able to access the Web. Also, if the permissions for the _vti_pvt folder for the Web are viewed in Windows Explorer, the Network and Interactive groups are listed.
To avoid having to fix this problem for other new subwebs, use the following steps:
- Open the root Web for the Virtual Server in FrontPage.
- On the Tools menu, point to Security, and click Permissions.
- On the Groups tab, click Everyone, click Remove, and then click OK.
- Click Tools, click Security, and then click Permissions. On the Users tab, select Everyone has browse access and click OK.
- When permissions are propagated to the new subwebs, the new permissions on the root Web are initially inherited. This step helps to ensure that the correct permissions are inherited when creating a new subweb.
