status to enable the "Welcome to Microsoft Outlook" greeting.
The article also describes how to have Outlook re-create the welcome message in the Inbox folder.

Regedt32.exe. Note that you should back up the registry before you edit it.
If you are running Windows NT, you should also update your Emergency
Repair Disk (ERD).
To reset Outlook to First-Run status, follow these steps:
- Quit all programs.
- On the Windows Start menu, click Run.
- In the Open box, type regedit, and then click OK.
- Click to select the following key:
HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Outlook\Setup
- Select the CreateWelcome value.
- Modify the CreateWelcome value to 0.
- Select the First-Run value.
- Modify the First-Run value to 00.
If you only want to place the Office Assistant to a first-run condition, perform the following:
- Click to select the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Outlook
- Select the FirstRunDialog value.
- Modify the CreateWelcome value to True.
- On the Registry menu, click Exit.
When you start Outlook, the "Welcome to Microsoft Outlook" greeting is
displayed.
