In the help topic "Rule conditions and actions that work only in Outlook 2000", there is an inaccurate bullet item. The documentation reads:

"These new conditions include:

Using alternative options. For example, apply this rule to messages sent to me or my delegate."

This rule is not available in the Rules Wizard.

Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article.

This rule does not exist in Outlook 2000.
