SYMPTOMSYou try to customize the Outlook toolbars to run Visual Basic for Applications macros, but the macros are not listed in the Customize window. CAUSEYou have not used any of the macro features since starting Outlook and therefore Outlook has not initialized the Visual Basic for Applications feature.
