CAUSEYou are attempting to import a high-encryption (128-bit) certificate while using a version of Microsoft Internet Explorer earlier than version 5. WHAT TO TRYInstall Internet Explorer 5If you installed Office 2000 or Outlook 2000, and chose to not upgrade to Internet Explorer 5, you may encounter any of the above errors when importing a digital certificate. To install Internet Explorer 5, follow these steps:

To resolve this problem, obtain a new certificate from an authorized, certificate-issuing authority.
