The following syntax should be used:

You can assign a custom form as the default form for an Outlook folder, and
if you use the Outlook user interface to create a new item, the item will use the custom form. However, if you programmatically create a new item using the Outlook object model, you must use the Items.Add method and explicitly specify the form's message class. If you do not specify a message class, Outlook will use the standard form associated with that type of folder.
