This functionality is by design. The List styles are the default styles for

Use any of the following methods appropriate for your situation to create a numbered or bulleted list: Method 1: Use a Custom Style to Change the Format of Numbers or BulletsTo create a custom style, follow these steps:
Method 2: Create a Custom Template Containing Custom StylesCreate a custom template containing custom styles for each of the numbering format types you want. Do not use or change the default list styles. Then, when creating a new style, base it on the custom style with the same number format you want.Method 3: Use the Default List Styles for Numbers or BulletsUse any of the default List Number or List Bullet styles for your list.NOTE: If you change the formatting of any List style, those changes may be lost when you restart Word. Word supplies some built-in styles that are formatted with numbers or
bullets. If a custom style is created that is based on one of these built-
in styles, any text that is formatted with the built-in style loses its
default list style formatting and acquires the Normal style formatting.
